A minimum donation of EUR 10,000 to an officially registered sporting, scientific, cultural or animal welfare, or artistic non-governmental organization or society, as deemed acceptable by the Community Malta Agency.

Legal residence in Malta for at least 36 months (or 12 months in the case of an exclusion) includes the lease of a residential home with a rental amount of at least EUR 16,000 per year and a lease for the same duration. The applicant must have a valid residence card to apply for citizenship.

Conditions for Maltese Citizenship Through Naturalization

An application to Malta Citizenship by Naturalisation for Exceptional Services by Direct Investment is carefully assessed and screened and goes through an extensive due diligence process of four levels. To be eligible, the following criteria are required to be met:

An age minimum of 18 years is required for all applicants.

An amount of at least EUR 600,000 for a minimum stay of 36 months and EUR 750,000 to cover a period of 12 months

A purchase for a residential home in Malta that is at least EUR 700,000 must be held for a minimum of five years. Alternatively, the lease of an apartment with an annual rental at a minimum of EUR 16,000 per year and over five years. It is important to note that the property cannot be sublet for five years. A 36-month (or 18-month, with exception) rental agreement or property purchase is required for the period of residence.

Procedures and Time Frames

Applications must be submitted using the prescribed forms and the proper fees and documents. Due diligence checks that are thorough are performed, and an application may be rejected if it is found to contain incorrect information or has been omitted.

If you pass the stage-1 due diligence check carried out through the Community Malta Agency are passed then applications for residency permits will be made. Once the residence is obtained, an eligibility form is submitted. Further (tiers 2, 3, and 4), due diligence checks will be conducted by the agency and then presented to the appropriate Maltese minister, who will determine the eligibility to apply for citizenship.

If the application is successful, it will be made at the Community Malta Agency after 36 months of residency (or 12 months in the case of an exception). When the minister has decided that the applicant will receive Maltese citizenship, The applicant who is successful is then required to meet the extraordinary donation, investment, and requirements for the property. After that, the applicant will be asked to swear loyalty to Malta and be awarded the Maltese naturalization document.

The Community Malta Agency will conduct ongoing monitoring for five years.
